If you already have a Google account then click the link at the top of the page that says Sign in to use Blogger in the upper-right corner. Click the link that says New Blogger Using your Google Account as shown here.
If you don't have a Google Account, then scroll down to the middle of the page, and locate the section that says Create a blog in 3 easy steps:, and click the arrow at the bottom that says Create Your Blog Now.
If you don't have a Google Account, you'll be asked to create one. If you already have GMail, then you have a Google Account. You don't need GMail to use Blogger, though. You can create your account using your OCC email address. In fact, I have separate Google Accounts for my GMail and for my OCC email addresses and it works just fine.
(Of course to use some of the Google services, such as Google Page Creator, which I'll talk about next week, you need a GMail account.)
